He works closely with Plame on the NSA issues. Plame may be why Americnas went through the NSA problem. She did investigate the 501s, like Congress, and may not like finding other CIA operations officers retired and involved in an investigation.
Hershey is important to the functioning of most telecoms. It might be involved in the actual NSA information system used to retrieve information; Specter in a tough position. It may compromise PA and his involvement with CIA and Plame.
